What to confirm.
(1) The research pass's rule URL (https://adminrules.utah.gov/public/rule/R156-26a/Current%20Rules) returned HTTP 404 on 2026-10-20 after a redesign of the administrative-rules site; the R156-26a text was confirmed from the Utah State Bulletin — the amendment (filing 58008) published June 1, 2026 (Vol. 2026, No. 11) and listed in the Notices of Rule Effective Dates as effective 07/08/2026 (July 15, 2026 Bulletin, Vol. 2026, No. 14). A five-year review continuation of R156-26a was filed effective 07/30/2026 without a text change, and no later R156-26a filing appears through the October 15, 2026 Bulletin. (2) Confirm with DOPL that CPA firm registrations follow the same December 31 even-year expiration as individual licences: R156-26a-303c points to the general renewal-date rule R156-1-308a (not read), and the DOPL renewal page says "Licenses expire on December 31 of even years" and offers CPA firm renewal on the same page. (3) Published changes: § 58-26a-302 amended by Chapter 64, 2026 General Session; §§ 58-26a-102 and 58-26a-305 amended by Chapter 283, 2025 General Session; R156-26a as amended effective July 8, 2026 (R156-26a-302b now requires two years of accounting experience, with a post-graduate degree substituting for one year).
