This page lists what the Pennsylvania board of accountancy publishes for a CPA and a CPA firm: CPE hours and the reporting period, the ethics requirement, whether a firm permit or registration is required, whether peer review is required, the licence renewal cycle, and whether an out-of-state CPA may practise under a practice privilege.
It is built for owners of small accounting and bookkeeping firms, especially those licensed in one state and serving clients in another. Every entry is a snapshot of what the cited source published on the verification date; it is a research starting point, not licensing advice.

- Mobility / practice privilege
- Automatic mobility. CPA Law § 5.5 (added June 30, 2025, P.L.85, No.27; § 5.2 practice under substantial equivalency repealed the same date). § 5.5(b)(1): "an individual whose principal place of business is not located in this Commonwealth and has a valid certificate or right to practice public accounting from another state shall have all the privileges and obligations of a licensee of the Commonwealth without the need to obtain a certificate or license under this act if the individual" has (i) a baccalaureate degree with at least 150 semester credit hours or a higher degree, has passed the examination and attained at least one year of experience prior to certification, or (ii) a baccalaureate degree, has passed the CPA examination and attained at least two years of experience prior to certification. § 5.5(b)(8): "The board shall not require notice or filing or payment of a fee by an individual, firm or qualified unlicensed entity in connection with practicing under section 5.4 or this section." The individual consents to the Board's personal and subject-matter jurisdiction and disciplinary authority, agrees to comply with the act and regulations, and consents to service of process through the home-state regulator (§ 5.5(b)(2)); an individual whose licence was valid in Pennsylvania on the effective date keeps all practice privileges (§ 5.5(b)(7)); services may be provided in person or by mail, telephone or electronic means (§ 5.5(b)(6)). Firms: "A firm may practice public accounting in this Commonwealth through an individual who is not a licensee if the individual has the right to practice in this Commonwealth under section 5.5 of this act" and thereby agrees to Board jurisdiction, service of process and cooperation in investigations (§ 5.4(a)); a qualified unlicensed entity with no Pennsylvania office may practise through such an individual or a licensee (§ 5.4(b), (d)). 49 Pa. Code § 11.5 (temporary practice permit: current licence and concurrent practice in another state, permit obtained before the work, up to 500 hours in 12 months; practice under substantial equivalency) remains in the regulations as last amended effective January 1, 2018.

What to confirm.
Confirm with the Board whether 49 Pa. Code Chapter 11 has been updated for Act 27 of 2025: §§ 11.4, 11.5, 11.63 and 11.82 were last amended effective January 1, 2018 and § 11.62 effective December 1, 2012, and § 11.5 still refers to practice under substantial equivalency; the Board's proposed regulation #16A-5517 (Licensure by Endorsement), published December 20, 2025, drew Independent Regulatory Review Commission comments dated February 19, 2026 asking the Board to address the inconsistency between the proposed regulation's substantial-equivalency framing and the automatic-mobility framework of Act 27. Confirm your firm's renewal deadline (before 11:59 on 12/31/27) and fee. Recent changes: Senate Bill 719 became Act 27 of 2025 on June 30, 2025, repealing § 5.2, adding automatic mobility (§ 5.5), adding the CE rule for mobility practitioners (§ 8.2(d.1)) and amending firm licensing (§ 8.8(a)(3)); Senate Bill 1240 became Act 57 of 2026 on October 8, 2026 (effective immediately), amending § 4.2(b)(3)(ii) and (iii) to add twelve additional semester credits in accounting, auditing or tax subjects to the education requirements for issuance of a certificate; § 8.9 was last amended by Act 110 of 2022 (three-year peer review ceiling with a transition for firms with fewer than three licensees by December 31, 2027). House Bill 1410 (2025) was referred to the House Professional Licensure Committee on July 1, 2025 with no further action shown. The Board's Announcements and CPA Snapshot pages carry no item on Act 27 or Act 57. The Board's "Acct Laws" PDF is a January 2017 print and is superseded on these points by the General Assembly's current text, which incorporates amendments through Act 57 of 2026.
